Hello,
So I have been facing this problem since years and still I haven't found any solution. I have an dual core i3.So basically, the problem is that the CPU Usage gets stuck at 50% suddenly causing the system to lag very much and it generally happens when a software is demanding high cpu usage. I first thought it might be because the game is very high end but No! I found that an app which was causing high cpu usage also led to the cpu usage to get stuck at 50%. And I also found while playing game using FPS Monitor, that Out Of the 4 Logical Processors, only Two Processors start working at 100% and the rest two at 0%. And I also found that when I turn off the charging, the Cpu usage doesn't get stuck at 50% and I can do my tasks smoothly. Also I have earlier Rest my whole laptop but still it didn't help. And also this issue occurs in Windows 10 as I have multiple OS for checking purpose and I found that such problem isn't there in Windows 7. This is a very Rare Problem so I don't get any solution from other places. Maybe there is some manufacturing defects in the cpu but I have been struggling since years.

Follow the steps below to isolate and resolve the issue-

 

Step 1 Windows Updates - 

1) In the search box, type, and open Windows Updates. 

2) Check for updates. 

3) If the updates are available, click on install and restart the computer. 

 

Step 2 HP Support Assistant Updates - 

1) In the search box, type, and open HP Support Assistant. 

2) Check for updates. 

3) If the updates are available, click on install and restart the computer. 

 

Also, update the BIOS, refer to the document HP Consumer Notebook PCs - Updating the BIOS for help.

Hey, Thank You for replying.I checked with the official website and for Hp-15 Ac083TX, the Latest BIOS Version if F.27 whereas I installed F.30 few months ago. Now I am unable to go back to F.27 as the setup says this BIOS Update is not compatible with this device whereas this is the Only BIOS Update mentioned on the website few years ago. So what should I do next, I am stuck. Please help.

Do a Windows Search for “Services” and, in the window that opens, look for Windows Management Instrumentation. Right-click it, then select Restart. You can also stop the service entirely, if you desire, or simply restart your computer.

Sorry but restarting or Stopping the Windows Management Instrumentation Service didn't help.

Should I downgrade my BIOS to F.27 the recommended BIOS version by HP for my notebook Hp-15 Ac083tx.

The above one is the link for the drivers and softwares for my notebook.
So I think I need to downgrade because currently I have F.30 but it is not mentioned on the website.

If the issue started after the BIOS update, I'd recommend you perform a BIOS recovery.

 

Refer to the document HP Notebook PCs - Recovering the BIOS for stepwise instruction.
