Below is the link to the service manual for your notebook:
Chapter 1 has the list of supported processors offered in each model series listed in the manual;
It appears that for the 6460b models the best processor offered was the i7-2640M dual core.
This user benchmarking site has reports of over 300 6460b configurations/upgrades and there are some reports of users running Intel 2nd generation quad core processors in the model series.

That leads me to believe that the quad cores were only offered in the more expensive Elitebook line, but that they would work in a Probook if someone wanted to install one.

I have a very similar laptop as yours, an HP ProBook 6560b which uses the same Intel Sandy Bridge CPUs (2nd Gen Core i3/i5/i7), and I upgraded it to the very best processor it can handle, the i7-2860QM (4-Cores, 8-Threads, 2.50 GHz up to 3.60 GHz), which is a 45-watt TDP processor.
Interestingly, in my experience, this CPU actually runs cooler than the original 35-watt TDP i5-2540M processor my laptop was fitted with.
An i7-2860QM can be purchased under $40 via eBay: I7-2860qm for sale | eBay. And yes, I bought it via a PRC eBay Seller.
