HP Elitebook 8470p
Microsoft Windows 10 (64-bit)

I am looking at maxing out the RAM of my 8470p from 8GB to 16GB (https://support.hp.com/ph-en/document/c03374369).

- Link above says DDR3 PC3-12800 SDRAM (1600 MHz).  Based on Crucial specs (https://www.crucial.com/usa/en/elitebook-8470p/CT7785511) the compatible module is a DDR3-1866, 1.35V.  This means that it's rated higher and at a lower voltage.

- As for Kingston (https://www.kingston.com/en/memory/search?model=77850&devicetype=3&mfr=HEW&line=EliteBook) the compatible module is same as that of HP's, DDR3-1600, 1.5V

- The processor installed in this laptop is i7-3520m (https://ark.intel.com/products/64893/Intel-Core-i7-3520M-Processor-4M-Cache-up-to-3-60-GHz-).  The listed max memory is 32G, but HP specs says 16GB only.

Given the varying figures, the question are:

- Is HP Elitebook 8470p is capable of handing 1866 DIMMs at 1.35V?  From where I reside at the moment, 1.35V DIMMs are more common compared to 1.5V.

- Assuming the laptop can handle 1866, is there noticeable gains coming from a 1600 module?

- There was no mention of CL in the HP specs.  Does lower CL matter or is it just marginal gains to be expected?  Crucial seems to offer the lowest CL (https://www.corsair.com/ww/en/Categories/Products/Memory/Laptop-and-Notebook-Memory/Vengeance%C2%AE-...)

- As for the speed between 1866 and 1600, I am "again" assuming that a higher rated DIMM will clock down what the board can do?

- Will DIMMs rated at 1.35V be damaged at 1.5?

- As for the memory support of the processor, given that the processor can support 32GB RAM, will installing a 32GB ram work for this laptop?

Aside from a normal use (ie internet browsing, email, word processing), I use this as a "mini" test lab for programming and cloud development (ie virtualbox installed with various OS's).  Obviously even if I max out the specs, I cannot run a lot, but just enough to give me test scenarios.

DDR3L should work instead of the DDR3:

If the DDR3L -1866MHz would work it would still be bridged down to 1600MHz.

16GB memory is your max:

32GB Will not work:

Your manual here:

CL is like you said: "it is just marginal gains"
