For anyone that runs into this issue I have attached the aforementioned PSOFF.exe. You do not need to even install HP Power Manager for this to fix the issue. If you're running Window's 7 or lower. Download the file, and drag it to the startup folder in the start menu.
If you're on Windows 8 or 8.1:
Download
Right click on the file, choose Properties, then Compatibility tab, check Run This Program As An Administrator, then Apply and OK
Open Search, type:
Shell : Startup
^^Remove the spaces- HP won't let me type that correctly without inserting an emoticon...
Drag the downloaded file into the explorer window that opens, or cut and paste.

Your computer will charge even when you shut it down. It'll only stop when you first turn it on/before you login. It may stop charging if your computer dies while Windows is running and Windows restarts via Windows Resume. I keep a copy of PSOFF on my desktop for when that happens

Sorry for not a parmanent solution. this is just an update information.
For those who uses 64bit Windows10, try below.
HP AC Power Control Utility 1.00 Rev.B
It contains PSOFF.exe in C:\Program Files\Hewlett-Packard\HP AC Power Control, and will works with Windows10 1703.
