There is a delayed input using keyboard mostly in everything when I'm typing fast and it happens most of the time and sometimes it's ok. But the memory is just running at 60% and less than 30 % for the CPU. How come??? Any problem with HP? How to fix this? I have 16GB ram, i5 intel Iris 13th gen.

It may be downloading windows updates in the background,. This happens most often if the laptops is turned off for a long time and when turned on there are a lot of updates to download.

It is also possibly you have unwanted  or malicious programs

Scan for "Malicious" software. Generally speaking this is software that is not considered a virus or trojan. It performs unwanted functions such as downloading newer advertisements or reporting what the users is looking to buy and offering alternative suggestions. Typically free games have these apps.
Type MRT in the windows search bar.
