AND for your kind information I am buying a desktop so that's why I'm asking these questions. I want to know that if buy cheap CPU for desktop and replace it's processor with AMD ryzen 5 with Vega 11 graphics will it be enough for metro exodus. As long as I know Vega 11 is the most powerful APU

Why you have to buy CPU twice and not buy a machine with CPU you want now ?
