I've searched for specs online and as far as I can tell, both of these laptops are identical, but there is a $10 price difference between them so there must be something I am missing.
Does anyone know what the difference(s) are?

They can be the same machine, same specs but they are sold from different stores for example the one with suffix wm is for Walmart and the one with sufux nr is from other store(s).

Thank you. One of them states "4 GB DDR4-2400 SDRAM (1 x 4 GB)" while the other one states "4 GB DDR4-2400 SDRAM (onboard)".
Can you please explain what the difference is here and which one would be considered better?

"wm" models are made for WalMart and may have some upgrade features omitted. Doubtful that is the case with a Stream since there is very little upgradeable anyway. Is the "wm" model the cheaper? Best I can tell the operative specs are identical. In neither case can you upgrade storage or memory or processor or video or anything, really. I would advise you to carefully assess whether you want to buy a 32 gig eMMC laptop. Please do a little research and google "Windows 10 on 32 gig eMMC" or search "32 gig eMMC" here on the Forum and see the issues they cause. Good luck.
