i have a HP Notebook - 15-bw034na out of warranty. 

When I turn on the device it does not boot. A black screen with HARD DISK 1 (301) appears. I've already performed the indicated  component test.

How can i solve this problem? Is there an authorized HP technical assistance in London?

The only way to solve the problem is to replace the hard drive. Specs say your model is an AMD E2 processor and has a 1 TB 5400 rpm SATA hard drive. Here is the Service Manual:

See p. 50. I think if we send you to HP Service out of warranty the cost of a new hard drive, installation and restoring the software is going to exceed the value and possibly the original price of the laptop. It is however, a task that you can do yourself. We have helped hundreds to do this very common repair. You might want to consider using this chance to upgrade to a solid state drive which would vastly improve the performance of what is a very low-end computer. A new like-kind replacement drive will cost maybe $50 US equivalent and a 500 gig SSD is now running well under $100 US equivalent.
