Can HP ENVY x360 Laptop Model Number 15m-es1023dx with a Thunderbolt 4 USB4 Type-C port with USB Power Delivery BOTH charge other devices AND charge the laptop (with a PD charger)?

It has  1 Thunderbolt™ 4 with USB4™ Type-C® 40Gbps signaling rate (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge) port which is compatible with Thunderbolt charger with wattage rating 65W or higher.

 

>>> BOTH charge other devices and the notebook itself

Depending on other devices. Machine requires 65W and other devices use the rest. For example: your charger has 100W machine uses 65W you can use remaining 35W for others.
