Hi Everyone,
After significant research and testing, it's become clear that the HP envy 13t ad173cl (the model with an 8th gen core i7, Nvidia mx150 gpu, two full size USB-A ports, and two USB-C ports on BOTH sides) has:
1. USB-C PD capability, it seems to charge external devices at PD speed, and the tech specs indicate that these are PD ports.
2. Does NOT charge via USB-C (no matter the charger, brand, or wattage of the charger, I've also tested it with a voltimeter).
My question is thus: why can't it accept a charge via USB-C? If the ports are PD, and have PD out, I don't understand why it can't accept an incoming charge. Is it a strange quirk with the firmware (and thus it can be addressed with custom firmware or an update) or is it a wiring issue (which, in theory, if someone is adventurous enough with solder, they might be able to build that in).
Of note, I'd like to consider myself pretty tech saavy, and I moved on to a new daily driver (the new Ryzen Envy X360, which DOES charge via USB-C :-)), so if anyone has an answer, feel free to be as nerdy as you need to be. The envy is out of warranty, so any advice I get here I'm asking for with full knowledge that any damage is on me.

I have gone through your Post and would like to help
As per the Service Guide: http://h10032.www1.hp.com/ctg/Manual/c05638816 the Notebook cannot be charged through the USB Type-C and this is by design
Getting the Notebook to charge through the USB Type-C will require doing Hardware modifications on the Motherboard
