I don't believe this is a software issue because I've tried a plethora of tutorials on how to solve it. I've used device manager to uninstall the battery drivers and restart the computer.  I've ordered a new battery to replace my old one. I've even tried using different types of chargers with different wattages to no avail. Honestly, I've tried just about everything I can on the software side of things to solve this 0% battery issue.  That's why I'm convinced that it must be a hardware issue, because no matter what I've done so far, my computer won't charge the battery. It will recognize it, but the battery itself will always stay on 0%. Does anyone have any suggestions on how I could deal with this issue internally for when I take apart the laptop?

Have you tried replacing the battery? That would be my first move.

If this is your computer:

HP EliteBook 8460p Notebook PC

You need not take apart the computer to replace the battery (thanks for the suggestion, @1IADave ).

If you can find one, opt for a long life battery pack.

I said that I already did that in the description.

I had already done that, but it didn't work. That's why I think it's a hardware issue.

If you have not done so, test the AC Adapter, too.

There is only so much that remote guessing can do, of course.
