Hi, I have a HP EliteBook x360 1030 G8 Notebook PC and I was wondering if if the motherboard has an inbuilt m2 ssd heatsink? I am looking to replace it with a Western Digital Black SN850X NVMe SSD, and wondering if I have to pay for the heatsink model.

No, normally heat sink (if required) comes with the drive itself.
