The first half of the model number you listed is not HP's, but the last half '599J4AV' is the HP product number for Victus 15-fa0000 series. Below are the HP specs for 15-fa0000.

Victus by HP 15.6 inch Gaming Laptop 15-fa0000 series specifications | HP® Support

 

The specs indicate the model series come with two memory slots. So, the memory on the notebook you linked is removable.
