I work on windows 8.1 pro n (64 bit) with an elitebook 8560w (ly650es) and there is any driver for:
USB\VID_138A&PID_003C\00B01A98A989
PCI\VEN_197B&DEV_2392&SUBSYS_1631103C&REV_30\4&21FA06C3&0&01E2
anybody knows where I can find it ?

First one:
Validity sensor driver:

Download, save & install them one by one. Restart system after each installation.

I've no idea why that didn't work.
You may want to uninstall current validity sensor/fingerprint driver & download save and install previous version, restart system and check again:

Is there yellow exclamation in Device manager?
Have you updated BIOS to latest version:
