My laptop keeps telling me my dropbox is fulll and wants me to upgrade. when i go to my dropbox it says the folder is empty.. How can that be if it is telling me it is full.

Dropbox is Cloud Storage -- the data is likely resident (located) on a Dropbox server somewhere.

 

If Dropbox operates similar to OneDrive, then it's possible to have all your files only at Dropbox or you can set flags to store the data both remotely in Cloud Storage AND on your computer.

 

If your local folder is empty, then...

Perhaps you have run out of free storage at Dropbox and / or need to increase your allowed Dropbox storage plan.
