Dual Dell Monitors and Dell docking station with Type C connection. New HP laptop has a Type C port but nothing seems to be happening beyond the initial "beep" when I plug it in. Is this a no-go?

Not all USB-C ports are the same. What is your HP machine ?  Please use the following way to find out:

Trying to connect to a Dell WD19TBS. Hope this helps. I would love to know if it's possible for this Dell docking station to charge and connect my HP laptop to my dual Dell Monitors.
