I have the HP Envy x360 and currently have a issue where the CPU will not move from 0.40ghz when doing any single activity, I've been surfing everywhere for a fix, tried changing the power setup options to checking CPU temps, reinstalling windows, etc. i have tested and tried everything that was recomenden in a similar post but the problem persist. Any idea? or i just need to trash it and buy new one? its frustrating. thanks.

Does the processor fan ever run?
Are you using a replacement power adapter that does not provide the power that the delivered power adapter had?
Does this happen when you boot to Ubuntu on USB?
What is the installed processor?
What you have described sounds like CPU thermal throttling. The processor is protecting itself.

thanks for your reply. sorry i didnt answered before but i was sick.
I didnt try on linux, need to do a pendrive or something like that. I have tried many things on windows side, but nothing helps. I try to downgrade bios, but it give me a lot of pain because HP dont let you do an easy downgrade of bios version.
dont know if CPU thermal throttling could help or not, i tryied to set power to full-baance-economy and nothing changed too
