After Support initially telling me it was compatible, I had them answer whether their own accessory was guaranteed to work. This seemed to elicit a more thorough response. Sadly it isn't good news:
Thank you for contacting HP Customer Support. This e-mail is with regard to the Case Number:
Model Number: V2W21UT
With reference to our last interaction regarding the display with HP EliteBook 1040 G3 Notebook PC (ENERGY STAR), we ... apologize for the information provided. The port is used for charging purpose only and not for display purpose
So all I have on my 1040 G3 is HDMI out. And hopefully DP via the dock.

I have had the exact same, very frustrating experience with this "USB-C" port. I have tried both of the HP USB-C Elite docks - neither one will produce video when connected to the USB-C port. However, this dock ( https://www.amazon.com/gp/product/B01MTOCLUQ/ref=oh_aui_detailpage_o01_s00?ie=UTF8&psc=1 ) included the USB-C to USB-A adaptor. Using this adaptor, I am able to use the video options (HDMI, D-PORT) on my HP docks. Otherwise, the only option has been to run on the HDMI 1.4 port.
