I got a used EliteBook from a friend, he wasn't using much at all so it's in very good shape, looks brand new.
The only problem is that the battery lasts around 3h30 "idle" (i.e. on Windows desktop without touching the computer), and even less if the computer is being used. He told me it wasn't the case before, when he bought it. I did the logical thing and bought a replacement battery (5200 mAh, same part, etc), expecting to get a better battery life.
Well it didn't work. I did some tests and the new battery lasts something like 15 minutes more than the old one even though it's brand new, not used. Is there any other thing that could cause such short battery lifespan?

What really bothers me us that the battery life should be around 11 hours according to reviews online. I'm getting 3 hours, which is just not acceptable. I don't know what other component could be causing this.

Sorry to say but very few advertised battery life expectancies live upto that time line.
Since HP OEM batteries for that model have not been manufactured in 5+ years that would reduce that time line even more.

I'm aware of that, but on one hand the 11-hrs number I cited was taken from a review with people who tested the computer IRL with a stopwatch, and on the other hand even taking that into account, 3 hours is just laughable for a 2013 laptop.
What bothers me is that it's still not going above 3h even with the new battery, which is weird because that would mean the problem is somewhere else

I could bench test five fully charged 2570p's and not one of them would last for more than 5 hours.
I do not think you have any hardware issue, its just the engineering and the age of the laptop.
