Any way to update bios or M/B to run Windows 11?

Envy dv4 5243 ci is an invalid model/product. I think your machine is an HP Envy dv4-5243cl machine, its specs

It processor is an Intel Core i5-3210M Processor with Turbo Boost Technology up to 3.10GHz which is too old for Windows 11 and no other system board of the series allows you to change processor to different generation processor for you install Windows 11.

 

Microsoft has an option for you to install Windows 11

 

             Installing Windows 11 on devices that don't meet minimum system requirements

 

I don't know how far back you can go. I only know few persons use Intel Gen 7 Processors to upgrade. Your machine uses Gen 3 processor. I said above, too old to upgrade. Windows 10 still has few more years down the track, that would give you enough time to buy a proper machine.
