For Windows 10 Pro or Windows 10 Home with gpedit install.
Workaround to keep Windows Update active is to use group policy settings to block automatic driver update by specfic hardware device ID.

I know this is an old post, but hopefully you (or someone) may be able to help me.
I followed your above steps, and everything seems fine (for now....), however i'm stuck on your very last step:
"After it starts back up, type in "AMD Radeon Settings" again in your windows search bar and press enter. Click "System", and verify the new 18.12.2 version is now installed...."
When I attempt to search "AMD Radeon Settings", nothing comes up.
If i search just "AMD", I get:
"Best match:
Run AMD Problem Report Wizard"
or
"Apps
Uninstall AMD Problem Report Wizard".
If I search "Radeon", I get:
"Best Match
radeon-software-adrenalin-2019-19.1.1-win10-64bit-jan20.exe"
(Note: At the time I am doing this, "Adrenalin 2019 Edition 18.12.2" is/was not available, only "Adrenalin 2019 Edition 19.1.1", along with another "Adrenalin 2019 Edition 19.1.12 (beta)", so i went with the former.
Where do I go from here? Any help at all would be greatly appreciated.
[Ps: I'm also unable to change the brightness of my screen since changing/updating the driver].
