After connecting my Cooler Fan and wireless Mouse USB external devices to my Envy Notebook, I could not power on my Notebook again.
I had the same issue last month, and was resolved by HP Tech Center in Singapore on June 18. [Personal Information Removed]
It appears to be a design issue for HP to alert all Users, and to resolve this inconvenience.
I'll be happy to share the USB Cooler Fan and USB Wireless Mouse external devices model info.

I see that you are facing issues with your system. Do not worry, we are here to fix it.
May I know from when are you facing this issue?
Did you make any hardware or software-related changes to it?
May I know if both the devices you connect to your system are using the USB port on it?
