Hello. My laptop isn't charging from power bank while turned on. But if the laptop is turned off it is charging. I have tested it with a usb tester and the power bank sends 20v all the time (when connected to the laptop). Currently I can't test it with another PD charger/power bank.
Does the laptop not charge when it is turned on?
Laptop: HP Envy x360 15-ds0002ur
Power bank: Xiaomi Mi Power Bank 3 pro

Hi,
How much Watt does the power bank provide? I believe it provides 45W. Your notebook is designed to use a 65W charger. So, most likely it is not providing enough power to charge when the notebook is on and using current.

Yes, power bank provides 45W. But problem that the laptop stops charging the moment I turn it on. (gif) So it's doesn't matter how much current the laptop is consuming.
Also I tested charging in different power states.
Working - no charging
Sleep - no charging
Hibernation - charging
Full shutdown - charging
