I’ve got an Envy x360 15m-eu0013dx that is not charging via the round charger port (no lights), dead battery and will not power up. I have checked the charger and it shows 19.6 volts and at the main power rail. I’m wondering if the usb-c charge port is separate from the dc charge port or do they utilize the same circuit? Thanks.

Take a closer look in the charging port.
Is the pin missing?
A multimeter will not tell you if a power adapter is dead under load.
You can try a 65Watt or better USB power adapter in the USB Power Delivery port. It may or may not work.

HP laptop schematics are proprietary and the best you will manage for a board view is from an image of a motherboard in Google.
Of course, you will first have to find out what the system board part number is and go from there.
Laptops are very different in terms of schematic and block diagram information availability to consumers than DIY desktop PC motherboards.
