HP Envy 360

I have a HP Envy 360.  Running Windows 10.  I am using a USB camera to use with my telescope guide scope.

However when I connect it the computer recognizes it in the device manager but then it is immediately disconnected and not recognized by the computer anymore.  I've disabled the computer's cameras in device manager.  Checked device manager for multiple installations of the driver and there is none.  Checked the camera with another computer and the camera works.  Checked USB cables and they are fine.  Uninstalled and reinstalled drivers.  All the same result.

I plug in the camera to the USB port, it is recognized.  Then when I try to start the software to use the camera, the camera is disconnected and then not recognized by the computer.  I've also used a different USB camera with the same software and it works perfectly.  So somehow I believe there is a conflict with the hardware in the camera and the hardware in the computer.

All I get is the following error message:

                                 Error 31:  Device Connected to Computer is Not Functioning

Can we have the full model number of the laptop? Sometimes it helps to connect a usb device giving weird results through an inexpensive usb hub. Some USB devices made for USB 2.0 ports do not work well in USB 3 ports for some reason.

It is an HP ENVY x360 - 15m-bq121dx Serial number: [edit]
I have tried many different things and not sure what to do next.
I have tried external USB ports, unpowered and powered.
I have uninstalled the drivers, cleaned out the registry, reinstalled drivers and restarted the machine.
I have tried earlier versions of the software.
I have deleted “ghost” instances of drivers in the device manager, making sure that there is only one driver for the hardware.
I have changed USB cables, making sure the cables work with other pieces of equipment and they do.
I have made sure the USB drivers are up to date and they are.
I have tested the camera on other equipment and it works on other computers.
I have sent the camera back to Orion Telescopes to have them check the camera and it works fine.
The only thing I have not done is find an older computer with an older version of Windows to see if that works. Everything I have now is Windows 10 and both laptops I have are HP Envy.

So the Camera I have is an Orion StarShoot Autoguider.
It is a camera that attaches to a telescope and you aim the telescope to a star and then the camera sends signals to a telescope mount to track the star automatically as the Earth rotates.

It is controlled by software from StarkLabs called PHD2. I have downloaded the latest versions of it and as far as I can tell working properly.
(I even downloaded and installed an earlier version of the same software, but same issue with it. And yes, I have made sure the software was completely uninstalled and erased from the hard drive before reinstalling the newest version)
I can start the PHD2 software and it works with other cameras without any problem.

SO here is what happens.
I connect the camera to the computer. A red light illuminates on the camera indicating it is working. The device manager recognizes the camera.
I start the PHD2 software and in a menu I have it connect to the camera and the mount for the telescope. The PHD2 software connects to the mount. I then have the software connect to the camera. The red light on the camera goes out, the device manager does not recognize the camera anymore and is disabled.

So there you have it. The complete story. If you have any suggestions. Please let me know.

Here are screen shots of pertinent driver information and error codes and driver installation information.

There is a screen shot of the Event Viewer for the Autoguider Drivers.  On the Install Status it shows 0x0 which indicates it is not installed.  Which leads me to believe it is a driver problem and not necessarily a Windows problem.  Or a problem with Windows installing the driver because of pre-loaded hardware / software configurations from HP.
