Just yesterday I got the error 90b message on startup. I took the base of the (hp 14-dq1043cl), laptop off and saw all vents are 100% dust free. The fan is not operating at all. There are no bios updates available for me to try. At this point I have ordered a new cooling fan, so my question is.. This is most likely a hardware error, correct? Then, once I receive the new fan, I will remove the battery and replace the fan (using nitrile gloves I have worked on computers). Will there be any BiOs config or OS config I will need to do, in order to get my new fan working? Also just for giggles, if the new fan does not work, are there any other steps I can take?

It's a bit odd for the fan to go out on a laptop that new but not impossible. You are definitely doing the right thing and are aware of standard precautions. Looks like the fan is separate from the heatsink but you may want to remove and reseat the heatsink on the processor and video chip if applicable, clean it up and apply fresh cooling compound while you are in there. I would say 90% chance the new fan will fix the issue and your old one just has a bad bearing. If not the next options are not favorable. Likely motherboard issue.

I was surprised myself, it’s so new and has been treated really well. I was sad to see that it’s warranty had expired nearly as soon as I bought it. Fingers crossed the new fan fixes the issue. Thank you for confirming I am proceeding down the correct path. Given that it’s odd the fan went out this early, do you think a motherboard issue may be more likely 😞 ?

As a side note, you should have a 1 year waranty from date of purchase. Sometimes laptops sit on a dealers shelves for a while, As far as HP knows the date of purchase from the reseller. You'd have submit something to HP warranty team to have the dates changed. That may be a little complicated if they think the warranty has expires. We can get the attention of the few offical HP reps in this forum to get your warranty right.

That would be really helpful(if the new fan turns out not to be the solution, sounds like replacing the fan will be an easier quicker fix). so I found out about a hard reset and noticed that the fan started running while I had the case off, which was after I had performed the hard reset.  I was about to cancel my order for the replacement fan, but I am still getting an overheat shutdown while operating windows. I’m not not getting the 90b message at startup. I would hope that this points to the motherboard sending instructions to the fan properly, but the fan itself is failing.

Well if it helps, spin the fan by hand fairly hard to see if it is dragging. Then go from there.
