Operating System: Microsoft Windows 11

I have a new laptop that has a USB Type-C power connector that says its Thunderbolt port with HP Sleep and Charge.  I understand what USB Type C connectors are.   I also understand that I can use this port to charge my cell phone or other devices when the laptop is powered off; probably best if the laptop charger is plugged in while I do this?    Not sure what is meant by the "Sleep" portion of "HP Sleep and Charge"?    Also not sure what Thunderbolt means or what kinds of devices may need this type of connection?
