External Hard Drive Storage issues

Hey everyone.  I know I have searched countless hours on the internet, I have done my research beyond my scope looked at other forums.  BUT FOR THE LOVE of god.  How in the hell do you get the HP Stream to change the storage location of everything to the external hard drive.  I have done settings>storage changed the place where it is supposed to be stored, but wait for it!  It doesn't even give me an option to save the changes!!!! Not only does it not give me the option to apply the changes, I cannot change the location of where any new applications can be stored at, that option is grayed out.  HELP.  I have tried everything that I know how to do.  I am literally about to throw this laptop out if I can't get the external hard drive to work on here.

No, you can't. Some programs/apps won't allow you to other drive(s), only main drive (normally C:).  But for user data/files you can use drive(s) other than C: . Please use the following guide to setup

That's the issue.  I have followed the instructions from that very web site, but it will NOT allow me to accept any of the changes.  to where its stored.  It doesn't give me the option to save the changes.  NOTHING.
