I wanted to know that if i connect a 144hz monitor to my laptop, would i be able to take full advantage of the monitor and use it at 144hz or will the framerate be capped at 60hz. I currently have the HP Pavilion Gaming Laptop 16-a0520na which has 1 HDMI slot and no display ports.

The specs of your machine is

Probably you already know the normal rule between resolution and refresh rate. Refresh rate goes up resolution will go down and vice versa, you should get FHD by 120Hz out from your machine.
