Minor annoyance with external WD570 NVMe plugged into USB-C port. It's in a Rosewill enclosure. On boot up, this drive isn't recognized. Unplugging and replugging the cable brings back full access to the drive. This is also an issue with flash drives plugged into one of the USB 3.0 ports. No problem with the mouse plugged into a USB 3.0 port.

This sounds like a USB sleep problem:  Your system turns on but the attached devices that are sleeping are not woken up.

I looked here but did not see any USB or chipset updates for your system.

Is your windows 11 system up to date?  Please run the updates application.  Some early version of win11 had power management problems.

 

You can also prevent the system from turning it off as shown below in win11 device manager app

If the problem still persists, instead of unplugging and plugging back in, try using the device manager to scan for hardware changes:

If "scan for hardware changes" fixes the problem then post back here and I walk you through how to have the "scan for hardware changes" run automatically. This should not have to be done but unfortunately, I do not know of any other ways to wake up those USB devices.
