My computer wasn’t allowing me to click on certain icons like settings. It’s a brand new computer even though it’s an older model it’s never been used before. I tried to use it and it wasn’t customizing well or letting me do much at all like even clicking on a simple icon. So I tried to factory reset it. Since I’ve done that my computer has been stuck at 64% for 12hrs. It will go to a welcome screen then to the blue percent screen then to a fully black screen. It repeats this action over and over but when it goes to the blue percent screen it still says 64% I don’t know how to stop it.

It is always important to provide the operating system.
If you do not, you force those who are willing to help into making assumptions.
I prefer not to make assumptions.
Your having selecting other for an installed OS makes me wonder, but not commit.

No worries.
You are going to have to hold the power on button for four seconds or more to shut it down.
Don't start it until you have Windows 10 installation media to reinstall Windows 10.
As you now know, Windows reset does not always work.
You will need to make a USB Windows installation flash drive of 32 GB. Boot your laptop to that and install Windows 10 again.
I will check to see what kind of installation/restore media HP has provided for your laptop.

HP did not provide access to the HP Cloud recovery for your laptop.
You will need to create the USB installer on another PC using the Windows10 media creator. See the tutorial video below. Microsoft has stored your laptop's 25-character Windows product key on its own servers, so it will self activate. You do not have to worry about locating it.
