Hi:
The error code reported, Hard Disk 1 Quick Test Failure, means the hard drive needs to be replaced, and the operating system reinstalled.
Below is the link to the service manual for your notebook, where you can find the hard drive removal and replacement procedure.

After you replace the hard drive, you can reinstall W10 using the HP cloud recovery client utility at the link below.
This package provides the Cloud Recovery Client for supported models running a supported operating system. This Client Utility enables users to download the Recovery Kit from the cloud.

I have attached the instructions for how to use the utility below.
