Laptop Fan MAkes noise on startup if it is kept in a cold location. It only happens to me in winter season.In summer, monsoon or any season except winter, Fan dosen't make sound. I went to HP support Center, and they won't acknowledge this issue, they just keep saying thay they will do the maintenance in which they will clear the dust and add the paste. But i already did that with another laptop repair shop because their cost were low . but still the fan issue is not fixed. Can anyone please help me ?

Welcome to the HP Support Community. This is a great place to get support, find answers and tips to your technical queries. I have reviewed your post and I understand, there's an issue with the fan.
Don’t worry, I’m here to help!
Let's try these steps -
Step 1 Hard Reset -
1) Shutdown the computer.
2) Unplug all the Adapter and peripherals connected.
3) Remove the Battery.
Note - This step might not be applicable for built-in battery.
4) Press and hold down the power button for 15 to 20 seconds.
5) Plug-in the Adapter and put the Battery back into the computer.
6) Try to turn on the computer.
Step 2 BIOS Defaults -
1) Shutdown the computer.
2) Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears.
3) Press F10 once for BIOS.
4) Press F9 for BIOS defaults.
5) Press F10 to save and exit.
Step 3 Windows Updates troubleshooter -
Click on this link to run Windows Updates troubleshooter.
Step 4 Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Step 5 HP Support Assistant Updates -
1) In the search box, type and open HP Support Assistant.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Step 6 BIOS Update -
Download and install the BIOS update from this link.
