Microsoft Windows 11

My HP Omen 15 2020 (i7-10750H | 1650Ti) model has a CPU Fan that is constantly spinning at 3000 rpm while the GPU Fan is only running at 160 rpm. The temperature is around 30-40 degrees Celsius. I don't understand why the CPU fan is running so loudly, even in BIOS. All the drivers are up to date. Could it be a faulty fan? Could it be the thermal sensor? What else could it be? Why is the CPU fan running so loudly and isn't slowing down or shutting off?
