Hello everyone,
My HP Laptop 15 fan is making a lot of noise at start up but also when I use couple apps and software even though it is not over heating.
I've been trying to control the fan speed through 3rd party app such as Fan Control and even from BIOS, but still too much noise.
I have a system cooling policy set to passive but no improvement.
Is there a way to control the fan speed manually at a constant speed or to set the fan to certain percentage at start up and during use?

To get the answer to this question, there are no such options for fan control in BIOS as its system is managed.
I have a few troubleshooting steps we could try to fix the issue:
- Shut down the computer, and then inspect and clean the exterior vents to remove dust buildup by blowing air through the vent openings. Dust can accumulate inside the vent openings and around internal cooling components, preventing the removal of heat.

- Perform a hard reset. Performing a hard reset can reset recorded thermal values in memory and enable you to use the computer again, even if only for a short time to access and save any important files before service.
For more information on performing a hard reset, see Use Hard Reset to Resolve Hardware and Software Issues.
- In some cases, updating the BIOS might help prevent the noisy operation from occurring. For more information on how to update the BIOS, see Updating the BIOS.
