Hello, how do you fix laptop fan?

 

The issue recently I had is the fan goes to 0 rpm and cannot be controlled, that issues has been fixed but sometimes It happened again but very rarely, usually I just restarted the laptop and it back to normal if it happens.

 

But just couple minutes ago, my fan having a trouble, it's not going 0 RPM which I rarely had, but the fan speed it suddenly dropped like to 1800 RPM I just playing game (fallout 4, not a resource intensive game) with only 50ish degrees when I playing it. I put it on max fan speed usually 5800RPM or 6000 if I'm not wrong, when the fan speed suddenly goes dropped to 1800 RPm, so I just restarted it, and still not working but it increases to 2800 RPM,  my laptop become super hot because the fan RPM is so slow. After couple times restarting the laptop it still not comeback to normal no matter what fan power I used (max, manual, auto) so how do I fix this issue?

 

*Note Im very diligent taking care my laptop, not a single dust on it, and just couple month ago I send it to HP center so they can clean it.
