If you've already cleaned the inside of your Victus by HP gaming laptop and replaced the thermal paste but are still experiencing fan noise, there are a few potential reasons and solutions you can try.

There does exist the possibility that the fan bearing is worn or the blade assembly is unbalanced.
The bearing itself can make noise when it is no longer serviceable.
You would be the first person to have to replace the fan for that reason.
