Hello , i have
HP Pavilion Laptop 15-cs2096tx and it has 2 cooling fan , i am checking fan rpm speedfan application and i realized that one fan at work about 4000-4500rpm at heavy processing but the other one is about 150rpm , and in daily use is fan-1 works on 2000-3500 rpm and fan -2 work at 100-150rpm and when i check the back side where fan blow air only one fan blow air i can realize that . So when i asked technical support they said it is normal but we can check(3 months ago one of the fan is changed by the way). So i want to ask here is it normal or not ? If it is normal, why this laptop's fan-2 has 200 rpm is really really low .

Don't worry as I'll be glad to help,
To get the answer to this question, it's not possible to manually control system fan and fan control is managed by system.
Making changes to fan speed may cause overclocking or over-throttling causing hardware malfunctions within the device and hence is not recommended or supported by HP.
The fan speed is managed when computer is demanding high performance. The computer works harder and generates more heat when multiple applications are open at the same time or while playing graphically intense video games.
Use the following tips to improve computer efficiency:

Change which applications run when Windows starts by using the Startup tab in Task Manager.

Close applications when you are done using them.
-
Close the internet browser when you are not using it.

Lower the game resolution and decrease the graphics settings if the computer becomes warmer than usual while playing.
And, also update the graphics driver using Windows Update and HP Support Assistant:
To check for updates now, select the Start button, and then go to Settings > Update & security > Windows Update, and select Check for updates.
Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool.
- To open HP Support Assistant, double-click the HP Support Assistant icon .
- Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.
- Click Check for updates and messages to scan for new updates.
- Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.
- Click the update name for a description, version number, and file size.
- Select the box next to any updates you want to install, and then click Download and install.
