When I bought the laptop in the start I setup the fingerprint sign and was able to use, but later after a few restarts for some security updates now it says fingerprint acanner not compatible to Windows hello fingerprint

You perhaps need to update the fingerprint sensor driver for your Windows 10 version.

 

Open website support

Software and drivers for HP 15s-dr0000 Laptop PC

 

 

Click "Open all" to see the list of drivers available.

Install "other" new software and drivers that you have not previously installed.

NOTES: 

  • If you update the BIOS, do so "by itself", that is, do not combine this update with any other driver update.
    • Connect the computer to AC power to update the BIOS and do not disconnect the power during the BIOS update.
  • After you install update(s), Restart the computer and log in

 

Open Software and Drivers website support.

Open Category  Driver-Keyboard, Mouse and Input Devices (4)

ELAN Fingerprint Sensor Driver (Windows 10 v1809)

General Instructions
 Download and save the correct driver.
Open the Device Manager > Biometrics
Right-Click on the fingerprint sensor driver > Properties > Uninstall
 
Open File Explorer (formally Windows Explorer)
Navigate to the folder in which you saved the download (likely Downloads)
Double-tap on the downloaded sensor package to start the the installation.
Follow the instructions.
After the driver is installed, Restart the computer and log in
