I have already tried restoring to default in the BIOS, but this is only a temporary fix. The keyboard would work normally with the fn key being where it's supposed to be... until I switch back and forth from tablet mode. And suddenly, my Windows key is not only the Windows key but also the fn controls.

As I understand, you're having issues with the keyboard,
No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:
When was the last time it worked fine?
Were there any hardware/software changes made?
Have you tried any troubleshooting steps?
Could you elaborate the issue little more?
While you respond to that, let's try these steps:
Uninstall and reinstall keyboard drivers:
- Right-click on start button> click device manager> expand Keyboards>then select all the keyboard drivers listed and uninstall it one at a time. Then restart the computer.
Then check if the issue gets resolved.
Also, perform a keyboard test:
Use the following steps to open the Component Tests menu.

Hold the power button for at least five seconds to turn off the computer.

Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.

On the main menu, click Component Tests.

The Component Tests menu displays.

Select Keyboard Test - The Keyboard test provides a quick interactive functional test of the keys on the keyboard. A keyboard is required for this test.
To run the test, click Keyboard, and then click Run once.
The Keyboard Test time is 3 minutes.
Perform BIOS update: Follow steps from the link: https://support.hp.com/in-en/document/c00042629

Thanks for the help. Everything seems to be in working order, but I am curious about something.
When I press the f1-f12 buttons without the fn key, should it be defaulting to running the auxiliary functions (ie: when pressing f5 without fn and it toggles the keyboard lights)
Currently, if I want to press f5 for just the f5 (to refresh the webpage, for instance) I now have to press fn before doing so. Is this how it's supposed to normally work?
Is it possible to reverse this so I have to press and hold fn to operate the auxiliary functions?
