That means that the Windows OS is not shut down completely.
Create a desktop shortcut to completely shutdown Windows.
Right-click an empty space on the desktop and select create shortcut
In the shortcut copy then target command you see in the image below and also in the Start in box. Click apply and OK. You can return to edit the shortcut and use an icon if you want to. I didn't bother.
