On devices with the dual usb-c/tb ports are both ports needed to force TB usage? Currently trying to upgrade a TB3/USB-c dock firmware and it's not using TB mode but USB-C so the software doesn't see it to flash. Anyone run into anything like this ???

Hello.

 

Check that the USB ports are in Thunderbolt mode. Go to Computer Setup (BIOS) by hitting F2 when starting the laptop and HP logo is shown and find the corresponding Thunderbolt setting.

 

Both Thunderbolt ports are identical in function, you'll use only one port for the dock funtionality.
