Personal Opinion

Well, stop using the computer.

I realize that sounds infantile - but you should not use the computer in this condition.

Hopefully your data is backed up on other than the local computer.

There is perhaps something wrong in the onboard charging system (AC adapter / battery / connections).

If the issue is apparent when the computer is plugged into AC - there is perhaps something going on with the power you are using when the computer is plugged into the electrical outlet.

What else?

Could be static - that is, something environmental.  Humidity - too much, too little, for example.

The first list is hardware.

If the issue is as simple as the electrical outlet, move to another power source.

The second item is something you can possibly change / test / detect and change.

What to do?

If you lack the skills / tools to safely diagnose the problem, best take the computer to a licensed hardware technician.  Explain the problem and ask for help.

Note the word "licensed" - not all techs have to be "HP" - certainly anyone you let work on your computer electrical system should be fully licensed as a computer hardware technician.

What else?

No option to seek technical help?

  • Replace the battery and the AC adapter.
  • Use a different electrical outlet.
  • Be aware of environmental dangers (humidity).
