I have a Spectre x360. I'm connecting two external monitors through an Anker PowerExpand 5-in-1 Thunderbolt 4 Mini Dock. (usb-c). I'm using usb-c to hdmi cables.
Displays work normally, however, if I leave laptop on overnight, and it goes into sleep mode, and the displays turn off, the displays will not come back on when I wake up the computer. The usb connections to the monitors are dead and can't be recovered without a full laptop restart. (I can plug the display directly into a usb-c port once it's in this state, and it will work but plugging back in to the Anker Dock, power cycling the dock, changing ports on the dock...all fail to recover display).
I have a "failed to reset" status on the device manager and a notification with a similar status.
It is not reasonable to expect me to turn off or restart my laptop to avoid a USB driver issue.
Has this issue been seen before?

Sounds like they are not compatible. HP does not have dock(s) for Spectre machines therefore using other vendors docks is a miss and hit. Each vendor claims it uses "standard" but standard for ITS products only specially USB-C ports.

The specs for the Spectre I purchased said it has 2 thunderbolt ports....which is clearly a standard. Third party developers (like Anker in this case) develop to the standard, otherwise they can't sell docks or any peripherals. I can probably find a reference to the latest standard - surely HP has it.
I realize TB4 is pretty new but support for external monitors is critical - probably the number one use of a dock. Handling a reconnect after sleep would be or should be test case 1, both for HP against some known standard TB peripherals and for Anker against mainstream laptops on the front, and common peripherals on the back.
Are you saying HP has no supported docks? That should be something they make very clear in the advertising of a high end laptop - nobody would buy such a laptop.
There are numerous "quirks" about this Spectre - hangs for 10-20 seconds after sleep sometimes. I'm going to guess that they don't properly support the "return from sleep" lifecycle for devices.
Anybody at HP that can talk to this issue?
