I was a Network Administrator for forty years at Lockheed, Raytheon, Qualcomm and Thermo Fisher Scientific. I recently purchased an HP 14-dk1000 Laptop PC (8VZ02AV). With it's 4GB of 3200MHz RAM coupled with Windows 11 I can recall the original IBM PC-XT running faster. This system is a Pig and a Poster Child to run, not walk, to Linux, MAC OS, or even DOS.
In any event in reading the Owners Manual they state that the RAM cannot be upgraded yet then state that the system can be upgraded to 16GB of RAM. Indeed, both Crucial and Kingston sell 3200MHz RAM for this system. I can only account for the discrepancy due to whomever in China or Vietnam having an off day doing the transcribing to English. Can someone confirm what the facts are?

What chapter 1 of the service manual is trying to tell you is that HP wants any upgrades performed by an authorized service center...Memory is non-customer accessible/non-upgradeable.
Chapter 5's introduction starts out as: Removal and replacement procedures for authorized service provider parts
Here's are some service teardown videos for how to remove the bottom cover and the memory...
