Yes 16 gb single modules would not be supported but 8 gb single module would work. Perhaps HP could send an 8 gb module if OP purchased a second 4gb module on the reasonable assumption there were 2 slots.

Well I haven't solved your problem, but it looks like your computer is "normal", and it's just the manual that isn't clear!
If you can install 8gb, in some cases it might be a little more
