we should see if we find other models with two modules installed ..
a bit long, I have some with other processors but not the time to look at everything:

I tried to find an image of the motherboard with the hp reference
I found one, but it wasn't very very clear, but it seems to me that it looked like yours, so only one usable slot
the material being recent, I doubt to find better!
in any case, I advise you to contact hp directly if they do not have the answer !!

Systems with the budget Athlon processors have a single memory slot. When you see images of similar models with two slots those have higher end Ryzen processors. Admittedly this is not well stated in the specifications or in the Manual. The picture obviously shows that you have a single memory slot and your maximum RAM is going to be 8 gigs.

The manual did state that I should have 2 sodimm slots, so is there a chance that the second slot is somewhere else eg under the keyboard?
I looked up the athlon 3050u which is also a budget athlon processor but it has 2 ram slots
I'm very confused, is there anything I can do

Don't blame your confusion but you can see the outline of where the other RAM slot would be if HP had ordered it included by the motherboard maker. For whatever reason, you have a single memory slot and another one cannot be added. Other than swap you out for a higher end model in the same series I have no idea what HP can could or would do for you. If it were my laptop I would try to seek some explanation/resolution however. I will say that adding memory beyond 8 gigs would not help the performance of that laptop regardless, even if you could. Going to try to escalate and wishing you good luck.

This is what I also found, many models, not equipped with this type of processor are indicated, with two locations
HP Laptop - 14s-fq0000ns

And indeed, this model does not seem to be equipped with the two slots
The problem is that in the manual, no difference is made unlike some models
there it is just mentioned
two SODIMM slots, not customer accessible or upgradeable supporting up to 16 GB of RAMDDR4-2666 dual-channel support
It is not indicated that for a type of model, there will be only one slot
and it is not mentioned, for those with only one slot, the maximum capacity, either
What to be very confused indeed
it seems that other models equipped with this processors (other brands) are equipped with 16gb of ram!
so probably a cost story, unless a single slot can be used for more than 4gb can be more than 8gb, except the hp manual only mentions 8gb modules and not 16gb

I found something, which would therefore be missing for this model
At hp we have the hp 255 g8 model
and in the manual of the latter we find the difference, which is not mentioned here
