Either of the ones you posted should be fine.

All 2666 Mhz memory is CL19.

Since your notebook's 2600 MHz memory is running at 2400 MHz, the CL speed is 17.

I have a very similar laptop (Ryzen 5 3500U and Vega 8 Graphics). My laptop says the fastest supported memory is 2400 mHz, but right now I have 2666 mHz installed in it and it works just fine. The motherboard(?) can only support up to 2400, so the 2666 mHz RAM is ran at 2400 mHz. Generally, having the faster RAM in it is fine, because it simply runs at the fastest supported rate. When buying more RAM, buying faster than supported memory (as I accidentally did) doesn't usually help nor harm the computer; you just end up wasting a little money on more expensive RAM. Try not to RAM mix speeds or models though.  As for why your laptop came with 2666 mHz instead of 2400, I don't know. That's interesting. It doesn't hurt anything though because your laptop will use it as if it was 2400.
