Operating System: Microsoft Windows 10 (64-bit)
I have a HP 2000 laptop. Running an Intel(R) Core(TM) i3-2348M CPU @ 2.30GHz
Can I upgrade to a better CPU? Or is it soldered?

Below is the link to the service manual for your notebook.
Chapter 1 has the list of supported processors, and according to the manual, your notebook's processor is removable.
The best processor you can upgrade to would be the Intel Dual Core i5-3230M 2.60-GHz processor.
