Microsoft Windows 8.1 (32-bit)

I uninstalled Skype and did something that caused it not to be able to update.  I selected something to do with Windows when I uninstalled Skype by clicking yes or no a few months back about something to do with Windows, and since then it has performed slow and takes awhile to shutdown and boot up.   It attempts to download, but stays at 0KB total & 0% complete.  I'm unsure how to change what Skype altered.  I have looked at other threads to assist me, but I am still unsure what I could do.  If anyone has any suggestions, they would be much appreciated.
